What is a VOE and who needs one?
A Verification of Enrollment is a form signed by a school official confirming that a student is enrolled and meeting attendance requirements. Texas requires it for applicants under 18 who are applying for a learner license or provisional driver license and do not have a high school diploma or equivalent. The student takes the signed VOE to DPS. It is not sent to the Texas Education Agency.
How to request a VOE: step by step
- Confirm eligibility. Your teen should be currently enrolled and have met the 90% attendance standard for the previous semester.
- Find your school below. Use the online request form or call the school office.
- Submit the request. Ask about processing time and pick-up. Some schools also ask that outstanding fees be cleared first.
- Pick up the signed form. A school official signs it, and a parent or guardian permission section is part of the form.
- Take it to DPS before it expires. Book your appointment with the validity window in mind.
Common reasons a VOE gets delayed
- Attendance below 90%, or a class from the previous semester without credit.
- Outstanding fees at schools that require them to be paid first.
- Requesting during school breaks or holidays when offices are closed.
- Letting the VOE expire before the DPS appointment.
